Someone needs to explain to me how sandbags keep water out (this article doesn’t). Sand (and presumably stacked bags of sand) is porous. Doesn’t water soak into the sand, and then soak through? Now, if the sandbags were holding some sort of non-porous membrane in place — say, a rubber sheet or even a plastic tarp — I could get behind that. What am I missing here?
